Việc đề cập những chỉ tiêu này hoàn toàn đúng đắn, nó rất đủ dưới con mắt của những người làm kế hoạch, những người quản lý, nhưng vẫn chưa đầy đủ và có tính thuyết phục cao với đại đa số người dân, kể cả cán bộ, công chức bình thường.
